I think the admin have the responsibility to post debate rules.
Like are we only to use parliamentary syle or what? Do I need to go back and remember the proper debate usage I learned in HS?
Saying a post is:
...which is to have thoughtful, intelligent discussing......is way too vague and subjective, IMO.

We are not going to post rules for debating. Leave sarcastic, off topic jabs out of debates, don't make it personal, discuss the topic. It's possible, and in fact, it's the norm around here.

Here are your rules:
1. Do not make a debate personal
2. Keep to the topic
3. Sarcasm does not equal debating
5. No name calling
None of these things will get you banned. In fact, if it only happens once in a while, none of these things will even get you a reprimand. However, if a debate is FULL of these things, it will be sent to the alley, where you can fight to your heart's content, OFF of our main debate forums. :)

So is it only certain members who get to determine what is "intelligent" or "thoughtful"? Or do we all get to vote on whether a not a comment was intelligent?

As the official friend of Gracie Mae, i would assume ALL your comments are intelligent or thoughtful ;)
No, seriously - this is getting dangerously close to bringing different issues being dealt with in the alley into the main boards, which we don't want - all that info stays in there, so I'm gonna close this puppy ;)
